Memo replying to Mr. Lotts memorandum (to Colonel Donovan of DoJ dated 09-24-1925, and dealing with the two Kentucky cases Lott discussed. with this memorandum and the exhibits I think we will have in the files the complete answer to Lotts memorandum in case it never becomes public." Lott was the DoJ attorney originally assigned to the investigation into FBTs, and took a position much more sympathetic to the complaining exhibitors. Appended to the memo is a summary of positive comments from 48 exhibitors about arbitration.
