Report on investigation into Film Boards of Trade: "As I am convinced that no satisfactory evidence of oppression or hardship against exhibitors could be introduced in any action instituted for the purpose of testing the legality of the rules and regulations relating to arbitration, and as I am also convinced that the establishment and operation of the arbitration system in the film industry has had very great economic advantages both for the exhibitors and for the distributors, I do not think that the department should institute any action which, if successful, would terminate the operation of that system or would essentially impair its efficiency."
