The practices and agreements criticized by the Department of Justice are those which may prevent an exhibitor who has failed to comply with an award or to put up or off the cash deposits demanded from not only securing service under existing contracts with distributors but also from entering into any new contracts. Also that the cash deposits demanded of exhibitors who have failed either to submit to arbitration or to comply with the decision of the Boards of Arbitration were generally the same and were the sums fixed by the boards of arbitration as the maximum.
