Includes the numbers of films recently classified as "Adult" or "Universal': the percentage with "Universal" approval has greatly increased. Cooper claims, "Classification in England is not a matter of law because the British Parliament has always maintained that it had no right to regulate matters of this kind but that the power to do so lay in the hands of the Local Authorities."
