There is disagreement in Ohio as to whether newsreels should be subject to censorship. It appears that they were exempted, but that the exemption has been repealed. Governor Davey argues that they should continue to be exempt because they are educational in a way that newspapers, for example, are not. Also, the delay in exhibition due to the process of censorship would render them valueless as news must be current. The final consensus, however, seems to be that they should not be exempt.
