Informing Hess of a resolution recommending producers select story material that will provide at least 75 minutes of playing time. "At the present time, with the many short playing time features, it is impossible for the theatre owner to arrange a consistent playing time with filling in the show with extra short subjects. That in many cases makes the increased cost of film prohibitive." There is a proposal to pass state legislation mandating feature and short film length. Palfreyman surveys the production companies, and replies discussing the difficulties of arriving at film lengths that would be suitable for all venues. Downtown "grind" houses with high property rents and limited seating capacity want short pictures to increase audience turnaround. Sound means that they cannot project pictures faster than elsewhere, as they used to with silent pictures.
