This appears to be establishing simplified and cost-effective systems and processes for taking disputes with exhibitors over contract to the courts as cheaply and quickly as possible, as part of a strategy of resorting immediately to court action in lieu of arbitration, following the Supreme Court decision rejecting arbitration. Followed by large collection of draft documents - one dated 4 November 1930.
