Cooper inquiring about the use of sound news reels in Britain and how this could possibly affect Canada. By rule of the country's censors, 25 to 33 percent of news weeklies must be British. The association's fear appears to be their lack of sound technology and equipment and, as a result, their ability to fulfil their obligations.
