Chicago plans to reduce cost of city government include plan to continue collecting licence fees for films, but "instead of paying this money out in salaries to worthless censors, the money is to go into the treasury of the City of Chicago ... the Chief of Police will have the right to review motion pictures complained about, and in his discretion, he can either reject the entire picture, or order such eliminations as he may see fit to recommend
