The Dissatisfaction with the Film and a Suggested Plan for dealing with it. Rigidity of distribution system principally at fault. Comparison to burlesque, books plays and explanation of why no censorship proposed for them. Proposal for classification of degree of sophistication and comparison between metropolitan and rural audiences. Plan of Better Films Committees to deal with exhibitors and adapt programs to local community. Parry requested that his written comments replace his remarks in the stenographic report of the meeting of Civic Bodies, but the stenographer reports that they arrived too late for inclusion.
