EDITORIAL COMMENT:McGuire's communication to Hays argues from the position of established authority, but according to Zukor's letter, the MPPDA are going to become paymaster to the NBR while NAMPI, which presumably did it previously, is being wound up. But there are several things of substance here. One is that the NBR were already using the strategies of the Better Films Committees, etc. to work with women's clubs and other civic groups to turn them, and get them working against state censorship proposals, several of which were being defeated in the 1921 period. NB that, like the 30s, this censorship agitation coincides with an industry slump. Hays borrows existing strategies from the NBR, and McGuire's document lays out some practices which would become MPPDA policy. It's also worth noting the reference to the Florida censorship bill, which accepted NBR judgement described as 'the Boston plan'on a state-wide scale.
