Judge Thacher has ruled that the producers and FBTs have violated the Sheridan Anti-trust law, and are in restraint in trade. Now, a day later, Rembusch and Friend announce the formation of the Motion Picture Congress of America, which intends to "correct the evils of the present system" by buying pictures from independent producers and distributing them amongst its exhibitor members on the basis of a profit-sharing franchise.
