In a series of meetings lasting ten days, distributors and exhibitors hammer out an agreement to give discounts on sound film rentals and score charges to small, independent, unaffiliated exhibitors, many of whom faced ruin through the expense of equipping themselves for sound and renting over-priced sound films.
