The MPPDA replies to charges of pro-Hoover political bias in newsreels, instigated by Frank Rembusch ('Mr. Hays operates the Republican end and Mr. Pettijohn the Democratic end for future potentialities.") Milliken's comments reveal the fact that exhibitors regularly edit newsreels to accommodate their own points of view. Milliken claims that exhibitors are permitted by contract to edit newsreels and use which bits they want or find appropriate, and that "the new standard contract" agreed in February 1928 in Chicago provided, in article 12, that "the exhibitor agrees to run photoplays (excepting newsreels) as delivered without alteration."
