24 May 1928 Milliken to Hays: "In general, the good effects of Colonel Joy's contacts with the studios are very apparent. The criticism of censorship boards, as I have observed them during 1928, consist largely of gruesomeness, gun play, and things of that sort, which though they are violations of good taste, are perhaps from a public relations point of view not so serious."
