Additional text in Transcription. EDITORIAL COMMENT: An important document both in outlining the current state of play and the general objectives. It is elaborated on in a memo from Wilson to Milliken about the operation of the California office [04-1104 to 04-1106].

"Memo for Mr. Hays" on the development of the SRC. Joy cites instances of his successes, and those occasions when the SRC predicted censorship action correctly and were ignored. He also outlines future development, which includes getting more precise information from the censor boards, and his campaign to persuade them to leave in scenes which are necessary to plot development. Currently, though, their role is entirely advisory, and the tone indicates a reluctance to offer judgements except on established precedent. Also wants records kept of every film's progress, together with various other proposals, including the abandonment of the National Board of Review (NBR) and using its funding to support the SRC. Presumably this is the cumulative record of Joy's first year of work.
