Hays asks that all foreign films that are distributed by member countries must be seen by Wingate (or someone else in the office). This letter is sent to all companies -- list is included."It is growing increasingly important that pictures made in foreign countries and distributed by our companies shall conform to the industry's Production Code. This is right, of course, from every standpoint. Accordingly, I am asking the heads of each distributing company to make whatever arrangements in their own organization they may deem necessary to the end that such pictures may be seen by Dr. Wingate in Hollywood or by us in this office."
