EDITORIAL COMMENT: Very useful for identifying Herron's contacts, and the degree of State Department cosiness and cooperation.

"Re: Statement of Mr. Schenck at your Tuesday meeting," denigrating Herron's work, suggesting he deals with "clerks" in the State Department. Herron sends Hays a stack of his correspondence (included) to prove that he deals with State Department officials at the highest level, and suggests Hays challenge Schenck with them.

Long Description:

6 October 1939, Herron to Hays, referring to some dispute Herron has with Arthur Loew and Nick Schenck about the Foreign Department's work. Loew seems to have regularly been denigrating Herron: "... Mr. Schenck probably does not know about Metro's standing in the State Department on account of their Foreign Department's policy." -- presumably low?
