Complaint that chain theatres fail to support the lobbying efforts of the independent theatres, and do not pull their financial weight.Affiliated chains in the area of Wisconsin and Michigan are in negotiations with Independent Theatres Protective Association in regards to becoming members of the association -- these have stalled due to problems with new tax laws.

Exhibitor E.F. Maertz to Pettijohn complaining about affiliated theatres in Wisconsin: "Since we have killed all of the adverse theatre legislation up before our legislature up to the present time, I believe we have saved the affiliated theatres in the neighborhood of nearly $500,000 in proposed taxes." -- but they are not contributing -- his proposed charge is 5c a seat -- independents pay 10c a seat. "In other years these same chains were gluttons for shake-down artists in the legislature, and the little fee was are asking is only peanuts compared to what they have been used to paying."
