Wingate succeeded Joy as director of Studio Relations in mid-October 1932. Breen succeeded Wingate in January 1934, but the Board of Directors had not received formal notice of his appointment yet.

Long Description:

June 15,1934. Memo from MILLIKEN to HAYS. Examination of the records indicates that there has been no formal announcement to the members of the Board of Directors of the appointment of Mr. Breen to succeed Dr. Wingate as Director of Studio Relations in Hollywood. In the record of the Directors' meeting on September 29, 1932 (page 461) there is the following statement:The Chairman reported the selection of Dr. James Wingate to succeed Colonel Joy as Director of Studio Relations in Hollywood. It was stated that Dr. Wingate would complete his fifteen year term of service with the New York State Department of Education on October 15 and leave for Hollywood immediately thereafter. It was stated further that Colonel Joy would remain in association with Dr. Wingate so long as might be deemed necessary." Immediately preceding the record of the amendment to the machinery, you may want to introduce a paragraph something like the following: The Chairman presented Mr. Joseph I. Breen, and announced his appointment to succeed Dr. James Wingate as Director of Studio Relations. At the Chairman's request, Mr. Breen outlined briefly some of the problems encountered in the discharge of his duties which we assumed last January. {This is redrafted as: The Chairman presented Mr. Joseph I. Breen, and discussed his work as the head of the Code enforcement, the amplification of the personnel, the continuation of Dr. Wingate as a member of the staff, the appointment of the special representatives from each studio. At the Chairman's request, Mr. Breen outlined briefly some of the problems encountered in the discharge of his duties.
