Buckley thinks the continued employment of the National Board of Review (NBR) is a waste of money: "The NBR, as you know, never cuts a picture. All they do is look at it, collect their fee, and say "Passed by the NBR." Is it necessary to continue having films reviewed by NBR at a cost of $6.25 per reel now that motion pictures carries the PCA Seal -- NBR say pictures must be submitted because Florida censor board approves films passed by NBR -- could they be persuaded to accept PCA Seal instead.
