Long Description:

July 17 Memo from HESS to HAYS ... I again point out to you the difference in a certification of Approval and one of compliance. In the former case the responsibility for approval is upon the Production Code Administration (which in the public mind is WHH) and carries with it the implication that not alone does the picture comply with the Production Code but in addition is approved by you; in the latter case the certificate simply certifies that there has been compliance with the Production Code.[The initial certificate decided on read "This picture approved by the Production Code Administration of the Motion Picture Producers and Distributors of America, Inc." This was withdrawn July 13, 1934., replaced by a certificate wording which read:This is to certify that (name of producer) in the production of (name of production) has complied with the self-imposed regulations of the industry as administered by the Production Code Administration of the Motion Picture Producers and Distributors of America, Inc. to maintain right moral standards in the production of motion pictures as a form of entertainment."This wording suggested by HESS 26 June 1934.
