Born in Philadelphia, Breen worked for several years as a reporter on Philadelphia newspapers, and then in the United States Consular Service, in Kingston, Jamaica, and Toronto. He worked in the immigration department of the National Catholic Welfare Conference, and was then responsible for the public relations of the 1926 Eucharistic Conference in Chicago, before becoming public relations director for the Peabody Coal Company.

After Hays’ retirement in 1945, Breen became a Vice-President of the MPPDA.

He retired in October, 1954, in failing health, and was replaced by Geoffrey M. Shurlock, for many years his assistant.
