Chairman of the board and general counsel, Allied States Association of Motion Picture Exhibitors. Previously an attorney in the Department of Justice 1913-1922, then special assistant to the attorney general in antitrust matters, 1921-1926. In 1926 he became a member of the Federal Trade Commission, 1926-1929, and its chairman from 1928-1929. He resigned this position to become president and general counsel of Allied States. From 1937-39 he was also special assistant to Attorney General in a suit involving the constitutionality of theatre divorcement law.
